Raise the project to .net?

Hello, tell me a lesson or an article about what a .net project consists of. The problem is that there is a project on .net and I have no idea how to raise it, because I have not come across these technologies. I have experience only on RoR. Perhaps you can tell me some resource where it is described, the structure and the way to write a simple application. Thank you all in advance.

You open the project file with the sln extension in Visual Studio, compile and run.

I didn’t quite understand what it means to raise, launch a project? You need to install Visual Studio, such as Community Edition . It's free.
Open project, press F5.
But here's a link for you on how to write a simple application.
