Raise SFTP Server on Windows

There is Windows 7 and the need to raise an sftp server on it so that they can connect to it using openssh key.

I tried freeSSHd, but for some reason I don't understand, connecting by key in the openssh format did not work. Although, I can easily connect via putty key.

What can you advise? How to solve the problem?
