rails. Active admin. Why can't install?

I reached the admin panel in the study of RoR. But could not install. I did everything according to the points as described on the github page
after I run rake db:migrate migrations do not go through and fall on create_active_admin_comments
the table being created refers to the resources table, but I don’t have one in the database or in migrations.
What am I doing wrong?
