Question on Android Permission: Use accounts on the devices gives auto access to all accounts?

Good day!
Googled, but without writing code, it's still not entirely clear how it works.
If the application has got access to "Use accounts on the devices", then it automatically gets access to all the data of all services that are listed in Settings->Accounts?
