If I have music with a terrible bitrate in my library, for example, in MP3 24 kbps (so that the album takes 5 megabytes), will it be of good quality in the Match? Of course, provided that it will be in the epla database.

No. The docs say that Apple does not guarantee anything if you have music at less than 96 kbps.
