Please tell me some programs for traffic management. To be more precise, it is necessary for users (Win7 machines) to block certain sites (social networks, entertainment resources, etc.) and traffic from various instant messengers (skype, ICQ, etc.) at a certain time.
I know about Squid, but I have no idea if it can block traffic at certain times (let's say from 9 to 12 and from 13 to 18) and how it works with https, web proxy and other encrypted traffic.

If as an OpenBSD or FreeBSD gateway, then look towards PF (IMHO the best option)

Using a system unit with Linux as a gateway is archaism. If the organization is small, then buy Mikrotik (for example, RB750) and create the necessary rules for scheduled blocking there.
