Question about Amazon Reserved DB Instances

Arose here with reservation for a year the following problem. I have not been using their database for a month now, but for some reason invoices are still being issued. Or am I misunderstanding something about this service?

Heavy utulization implies constant use, you should have taken either light or medium.
Write to them in the support to cancel the subscription to the reserved instance.
Well, for better understanding, read the articles about reserved instances on Habré where they talked about this feature.

For Heavy Utilization RI, an hourly fee is charged even if the instance is powered down. Compare ( http://aws.amazon.com/rds/reserved-instances/#2 ):

  • Medium Utilization RIs –… Medium Utilization RIs allow you to turn off your DB Instance at any point and not pay the hourly fee.
  • Heavy Utilization RIs –… You are charged this low hourly rate for every hour in the Reserved Instance term you purchase.

For EC2, this is more explicit ( http://aws.amazon.com/ec2/reserved-instances/#3 ):
Heavy Utilization Reserved Instances are billed for every hour during the entire Reserved Instance term (which means you're charged the hourly fee regardless of whether any usage has occurred during an hour).
