QT opensource not for commercial use?

QT is now divided into two types of edition opensource and commercial. the difference as I understand it from what I read in the feature set. The main question Can OpenSource be used for commercial purposes? if a program is developed on it and sold?

Can you also tell me the best analogue for cross-platform development under Linux, win?

On Habré there was an article from the developer of licenses, look ... otherwise
in Russia you can do whatever you want
and the company receives money from embedded devices
On pyqt5 it is very quick and easy to bungled a clumsy but working application.
But in this country it's easier for everyone to make a website and put it in the app, and not in this one either.

The library is also licensed under the LGPL, which allows it to be used in proprietary applications. If you intend to change the Qt library itself, then the code will have to be shared, but there is no application code. Problems can be if you are going to link Qt statically. Differences in support and additional libraries. The OpenSource version is full and working, with everything you need, I can’t even imagine who and why might need a commercial version.
