The crux of the issue is in the title. It is necessary to bind a combination to one key. What package will help?
PS Not in the subject of the question, but also interested in how to make the program work from the tray, or at least without a direct focus on its window.

The keyboard library solves the issue of creating hotkeys. Though I'm not sure if 'ctrl+alt+delete' combination can be sent. Others - no problem.
