I want to send pictures through a bot (in the community) to VK using the link so as not to take up space on the PC. If there is no way to send without downloading, please advise a script or the like to maximize image compression without quality loss to save traffic before sending.

To send a photo (namely a photo, not a link to it) in messages, you still need to download all the contents of the link and send this content to the VK server, you won’t save on traffic here. And compressing the content "without quality loss" will not give a profit in this, or very little, only you will spend time.
