Those. that part of the code that is open under this license can be used in accordance with it (in your projects, for example). For example, no one bothers to stir up your super-IDE based on PyCharm CE. For, for example, the language Forth. Or make a cool free tool for developing any AI based on it.
All this has nothing to do with what license your developments will be under. Here you need to look at the licenses of the libraries you use and not run into violation of the GPL, for example, using such libraries in closed source commercial products. QT has its own rules about this, for example...
