pwa app site?

Is it possible to implement an application site for downloading from and a market or with access over the network (by url) to update content.
After a little googling, I realized that this can be implemented using pwa, but so far I don’t really understand how to do it.
The site will be extremely simple (html / css / js)
Its task is to display markers on the city map, with subsequent addition / removal.
Maybe it's worth connecting api Google maps (Yandex needs vpn), and make markers this way? The main task is to make available for easy download and use without the Internet. Is it possible?
