Punctuation marks and tags?

Are there any rules about where to place punctuation marks before the closing tag or after

<p>Lorem ipsum dolor sit amet, <b>consectetur adipisicing elit.</b> <i>Debitis,</i> eaque laboriosam quas tempore vel veniam!</p>

Or is that also allowed?
<p>Lorem ipsum dolor sit amet, <b>consectetur adipisicing elit</b>.  <i>Debitis</i>, eaque laboriosam quas tempore vel veniam!</p>

Maybe some typography rules?

From the point of view of common sense, to include, in the selection of tags, external (not included in the selected text) punctuation marks is unnecessary.
