Proxy to bypass locks, implementation?

Task: to be able to access sites blocking access from Russian ip, as well as to blocked ILVs. It is not required to encrypt/hide traffic, no private information will be transmitted. The load is minimal, once a week to find and download some kind of manual / driver, read information on the forums, etc.
Access is needed from windows pc and android phone, if possible with minimal gestures to turn it on / off.

Opportunities: raspberry pi zero 2 w or NUC DC3217IYE in the home wi-fi network of my friends abroad. There is no access to the access point settings. DHCP gives out two IPs to devices connected to this network: gray IPv4 and dynamic IPv6.

Thoughts: I don’t know networks well, according to the information I have studied, a proxy server is enough for my tasks, vpn in this task will be slower and more energy-consuming. It will not be possible to get access to the server via gray IPv4, but the presence of IPv6, as I understand it, greatly simplifies the task. To solve the problem with dynamic IP allocation, I plan to use the No-IP service with a DUC script.

Questions:
1) Thoughts correct or I am mistaken somewhere?
2) For my task, only SOCKS5 is enough, or is it better to install all protocols?
3) 3proxy or is there something more optimal (under linux)? In 3proxy, it is confusing that for SOCKS5, as I understand it, it is necessary to specify the external interface (IP) in the config file, which will have to be rewritten every time, which is not very useful for the drive.
4) is raspberry pi zero 2 w enough for performance?

1. Thoughts are correct, but there is a nuance - what if the site you want to go to does not work on ipv6? Again - does your ISP issue ipv6 addresses?
2. In theory, socks5 is enough to open sites
3. Why is it harmful for the drive to overwrite the file? And from what the external interface will change?
4. To open sites - yes. In order to pump 100MB \ s - no.
In general, to bypass blocking, you can use the Anti-prohibition services

Proxy password is necessary
if it's really stupid to bypass the block and the load is small - you can write to me in the TG, I will give the config for ovpn to your server
