Providers block LiveJournal?

Moscow. Home Internet from Beeline. LJ is loading slowly, but ICMP is being cut and the last node is VimpelCom. Judging by the messages on Twitter, a lot of people have this problem.

It turned out that LiveJournal is available from America, but access from Russia is blocked.
It's not specifically the beeline's fault.

The fact is that I also have Beeline and in the same way I traced LJ today. With the same output in the console.
VPN saves, though I haven’t found any good free services (without restrictions on ports and traffic and not with dial-up speed). Who knows - I ask in a personal.

hmm ... and which knot should be the last one in your opinion? Perhaps this is not LJ itself, but the platform where it is hosted.
