Prohibited content in p2p networks?

There are p2p messengers like Briar. And in them, after all, there is absolutely no technical possibility of blocking users or content - blocking one user by another does not mean blocking for the entire network (this is the point). What then is the legal liability for a distributor of prohibited content on this network? And if at least one member of the network is known (not necessarily the distributor)?

P2P is by no means a secure or anonymous protocol.
Responsibility will be the same as for the repost of messages calling for murders and riots, that is, a bottle.

Да очень простая. К тебе приходят и говорят, что ты распространитель и пойдешь сейчас по статье за участие в массовых беспорядкях. Что будешь делать ты?
- ляжешь на амбразуру свободы и пойдешь по указанной статье (УК 212.3, до двух лет)
или
- скажешь "я не я, #опа не моя" и покажешь откуда ты получил сообщение, чтобы пришли не за тобой?
