Programmer's certificates. What do you need to have?

How do employers feel about certificates?
What do you know about such courses with certificates? Are they valued?

How to deal with online certificates? Or will they only play a role on freelance? Ordinary employers do not need them?

You did not specify the main thing - the language.
In enterprise development, certification is generally held in high esteem.
If you use Java, .NET, Silverlight, Oracle, MS SQL - your career path will not do without a bundle of certificates.
If you are a PHP / Python / Node.js / ... developer - employers look at portfolios, experience, test tasks - no one cares about certificates.
In freelancing, no one even cares about the portfolio, first of all, reviews from popular employers are valued.

In fact, certificates are needed not by the employer, but by the programmer, to streamline and consolidate their knowledge.
