Programmatic inclusion of the phone?

Good afternoon. Is it possible to automatically turn on the phone when it is turned off, and also, if it was turned off due to low battery, turn it on when the power comes on?
Also interested in a software reboot of the device.

As far as I know, the Android SDK does not provide an option to turn off the phone programmatically.
This can most likely be done with root and busybox.
