Program/solution to implement request to xls file, how?

Hello,
There is a bulk XLS file generated from the outside. It has ID, FIO, DATE fields. We need something "light", some kind of simple and minimalistic interface for searching for strings (of which there may be several) that include the desired value.
Working in Excel itself - you can see too much, you don’t want to show the entire file to all operators, they should see only what they requested ...
Sculpting processing in 1C is also not at all an "easy" solution.
What would you use to solve such a problem? Thank you.

If I, as an operator, request an empty string or "*" for example, should I end up with the whole file anyway?
