Program for image optimization by PageSpeed ​​Insights?

Given - a lot of pictures (30 large folders of 5-10 GB each) png, jpg scattered in different folders, in other words, these are all image files on sites. We need to optimize them all for PageSpeed ​​Insights.
I am still surprised that Google itself compresses them perfectly and offers to download the result, but nowhere else have I seen a program that would also compress images and so that after that they would not lose quality and pass the test.
At one time I thought that I found a solution to the problem in the FileOptimizer program, but unfortunately after it you have to choose, either lossy compression, or, again, the test fails.
If you do this with services (like tinypng), then this is a big expense and also you don’t have to do it again and again.
As an option, if this could be done on VDS (with a graphical interface), but I did not find any intelligible solutions here either.
I've already looked at the topics on this problem here, there was no solution among all the proposals.
Well, does Google really have some unique compression service that no one has yet implemented as software?
Let it be paid, this is not a problem, but also to perform the task.

"Console version" is also a "program", only without a graphical interface.
If you absolutely need a GUI because you don't know how to work with the command line (it's worth learning), you can use IrfanView. It has a pretty flexible Batch mode. True, there are not as many optimization settings as in specialized console programs.
But listen to the advice of a person who "ate a dog" on mass image processing - console solutions are much more effective.

Moskus just wants a simple utility with a graphical interface to simply add a folder to work and poke optimize for Google PageSpeed. I don't want to just bother with it, with the console, the choice of parameters and settings.
I'm surprised that something like this hasn't been done yet, it's just a gold mine.
