Program development for Win 7 and Win 10. What are the differences?

I am writing a technical specification for the development of a small program for Windows. With win 7 - everything is clear, at the output of the exe distribution kit, downloaded, installed, everything is usual, familiar ...
But now there is Win 10 and I have a few questions:
- is the development of programs for Win 7 and Win 10 very different ?
- since in Win 10 the installation comes from the application store, I started adding it there ... Tell me, who should do this, me or the developer? How much will the price increase? Is it worth it?
- how towrite in the TOR that the program should work on Win 7 (having received the exe distribution kit from the developer) and should be compatible with Win 10?
- since I'm not a programmer, and also almost unfamiliar with Win 10, how to correctly write that adding to the Windows app store should be done by the developer?

If you do not need a universal application that works on winphone, xbox and other damn things where a dozen gets up, then rewriting the application for win10 is a waste of money and time.
Everything that worked under win7 (if it's not some complex graphics or sound packs) will also continue to work under win10.

There are minor differences, they are due to a change in some approaches in Win10 itself. For example, just making a program added to Startup will no longer work, and so on. little things...
