Processor for home build server

Hello, there is a desire to build a home build-server for compiling programs (and android firmware), advise which processor to choose Intel or Amd (and preferably the processor itself in the price range up to 10 thousand processor)

I would take home a Xeon 1220Lv3 (though you can buy it in figs) or 1230Lv3. Last resort, Core i7 4765T.
They all have a low TDP, which means you can install quiet (including passive) cooling. And with some Corsair Hydro, they won’t get warm at all.
