Processor burnout?

Hello, I've run into a problem. Today, as always, I sat in Cinema 4D, and modeled the next scene. I decided to replace the thermal paste on the processor (I7 4770k), because it was heated like crazy. I replaced the thermal paste, went into the BIOS, and I see that the stone began to heat up to 92 degrees in a few seconds. I disassembled the computer again, checked, the cooler radiator touches the surface of the stone, the thermal paste is smeared evenly, everything looks nice with the stone. I turn on the computer, I go into the BIOS, and I look at how the percentage in 5 seconds heats up to a hundred, after which the computer passes out. I removed the processor, examined it from all sides, and I observe such a picture. There is a dark spot on the part that comes into contact with the socket grip. Isn't this a burnout? Perhaps it's time for me percent?

- I think it's not normal. I watched a video on youtube, where the guys fried eggs on prots (on intel and amd). So, they turned on the computer, with different processors, waited for windows to load (and this time), after loading windows, the temperature of the processor (without a radiator) was normal. So, for frying eggs, they ran stress tests.

Most likely, the radiator is out of order and it would be nice to replace it for a start .. Copper tubes are not just pieces of tubes, they are partially filled with liquid, air is pumped out of them.
