This does not reflect the true picture.
The picture from 2ip.ru shows the bandwidth from you to 2ip.ru at a particular point in time. The provider guarantees the bandwidth from the router to BRAS , everything after BRAS (for example, the channel to the 2ip.ru website) is no longer within its competence.
Try to download a popular distribution from torrents and see what the speed will be (remember that the torrent client shows the speed in kilobytes , not in kilobits , with your 5 megabits it should be about 600 kilobytes). Measure the speed by connecting your device with a cable, and turn off Wi-Fi (there is a button on the top of the sajem with which you can turn Wi-Fi on and off).
If the cable shows a speed close to that stated in the tariff, but not via Wi-Fi, then it’s time for you to read about the intricacies of the wireless network and understand that everything is not so obvious there and that this is the most unreliable method of communication. But nevertheless, with proper dexterity, Wi-Fi can be made to work quite stably (the sajem, by the way, has quite adequate Wi-Fi).
