Problems with VPN connection

Problem essence: there is a provider providing external IP. On the gateway (m0n0wall) the VPN server is up. When connecting to this address from anywhere with the same provider, everything is fine. When connecting from any other provider - the tunnel is established, but there is almost no connection - the number of errors in the connection statistics quickly increases. It was thought that the provider filters external VPN connections, but the ISP admin says that they do not apply any filtering rules to the external IP ...
Has anyone encountered something similar?

Maybe GRE traffic is not supported? What type of VPN?

Not so long ago, I suddenly had problems with OpenVPN over UDP, and only on the channels of one large provider, but on TCP through the same channels everything was ok. I thought the wire was stirring up something, but as I was correctly told , the problem was in the MTU and packet sizes. Maybe you should look at MTU?
