Problems with OpenGl update on Intel card, how to solve?
There was a problem with opengl firewood on ubutnu... I have opengl version 2.1, I can't install cs:go and other programs and games that meet the minimum requirements.
I tried to update via mesa, but all in vain... I have an old laptop, intel core i5, only built-in video card from intel. After updating Mesa to the current one, OpenGl remains on the previous version 2.1 Help solve the problem, there is no money for a new one, but I want to install those programs.

Um, do you think your wallet will have more money if you wipe it with a cloth? No drivers / months in the gpu will grow new blocks and features.
The most budget option that you can do for at least some kind of pumping:
- get mini pci-e egpu from the Chinese (about 500r)
- any deshman PSU, here you already dig up what and where, but for 500r you can find it in ads or bu.
- any video that you can afford, again on the used market, you can take something like rx550-560 rubles for 3-4 /
Total spend about 5k rubles, the output is decent, and by the standards of a laptop, excellent performance. A Frankenstein laptop from under which a wire will stick out and which will be deprived of wifi and, in general, ideally leave the laptop stationary.
In general, even a schoolboy can collect 5k rubles for some time, having earned some money, saving.
