Problems with mail(), what to do?

Can't send email with mail() function.
The Apache log shows the following - sh: 1: /usr/lib/sendmail: Permission denied.
did "chmod -777 -R /usr/lib/sendmail" - The situation has not changed.
I tried to make a stub as described here - habrahabr.ru/post/49665
I've been struggling in one place for several hours, please give me some advice.

Is it installed by sendmail at all?
Better install postfix.

apt-get install postfix
dpkg-reconfigure postfix

If this is a test server or there will be very little mail sent, try ssmtp as the MTA.
It forwards mail through an external mail service. The entire config takes 5 lines.
