Problem with zpool?

zpool create nnova mirror /dev/sdb1 /dev/sdc -f
cannot create 'nnova': one or more devices is currently unavailable
How to release them?

Does /dev/sdb1 exist?
Does /dev/sdc exist?
Are the disks correct? In the first case, the partition is specified, in the second, the entire disk. Do they match each other in size?
