When I try to enable WSL 2 and set it as default it pops up

list of available commands,

but the command itself is not executed. At the same time, I have

Windows 10 1909 x64

and in Windows components: "Windows Subsystem for Linux" and "Hyper-V" are enabled. What is the problem, how to solve it and what to do? Tell me please!

But did they already bring wsl2 in 1909? afaik no. wait for version 2003.

it is not yet available in dozens of public releases. if you want vsl2, install insider build 18917 or higher.
