Problem with Wake On Lan. How to turn on the computer remotely? Is there a separate hardware solution?

Unable to enable WOL.
The BIOS indicates that the machine can be turned on by a signal from PCI devices, the router is configured correctly (port 9 is forwarded to the IP address of the target machine). Even in Windows I configured everything I needed (although I still didn’t understand why) according to this instruction: www.cnetsys.com/how-to-enable-wake-on-lan-wol-windows-7 I used a bunch of utilities (the package is very simple, so such programs are in abundance), even the online service used www.wakeonlan.me/ , which answered me: Sending Magic Packet to 213.231.XXX.XXX (mac 00:1B:FC:EA:F3:XX)… Magic packet failed! (At the same time, the IP address is, of course, dedicated) I have two questions: 1. CHAYDNT?

2. If there is a hardware solution, please tell me where to buy it. I imagine some simple piece of hardware with a network interface, which stupidly closes the contact on the case.
In the network, in addition to people with my problem, there are people who have met with other restrictions. For example, the WOL package works only if the shutdown command was a software one, that is, after pressing the button, the package did not work. Therefore, the second option is perhaps even preferable.

WoL operates exclusively within the subnet. On the Internet it is not routed basically. Dig in the direction of how to make the router send a magic packet.

1) check on the local network from a laptop or phone (there are a lot of free applications)
2) then through an external IP directly without a router
3) and finally, through a router

I did via GSM control to several computers at once, and in the end such a unit holds quite good power. I had to buy the control module itself for 4 channels, 6 sockets, a box, a wire antenna and other little things, in total everything turned out to be about 6k rubles, but this thing has never failed, and helped out many times. Computers are set to auto turn on when power is applied.

There is an option with a socket with control via SNMP (for example, such are in computer centers). It is only necessary to set in the BIOS so that the computer turns on when electricity appears.
