The site is located on the VPS (ubuntu 16.04 server). everything worked fine, it was necessary to replace the passwords from root and another user was replaced, everything continued to work, it was necessary to reboot, reboot and the site was silent the server works access to the server is in the nginx logs the last entry is the one before the system reboot, in uwsgi logs the entry about the system start without errors, but the site is silent when typing in the browser, it gives out it cannot find such a site is unavailable or blocked (Hetzner hoster) replies that everything is ok. the site is not blocked ip pinged routetrace shows the entire route and the site does not open. In general, I need help in restoring work or advice.

Is nginx started at all? check if it is in processes.
ps -ef | grep nginx
If empty, start and add it to startup.
