Problem with saving files on remote server in VS Code editor. How to setup?

The second day of the problem with editing files on a remote server. I open CSS (it is originally in ANSI encoding, the site itself is on BITRIX), the encoding is determined as UTF8, even when setting the automatic encoding detection. Next, I make any changes to the file. Then save. Writes that NOT SAVE and freezes. Next, I go to the server, and this file is zero size and empty. Where to dig? Maybe someone has the same problem?
