Problem with issuing ip openvpn?

openvpn

openvpn does not want to give the Ip address that I specify to clients:
if the openvpn server is installed
, I do:
service openvpn stop
Registered in the server config: ifconfig-pool- persist
ipp.txt
In the ipp.txt file I specify:
client1,10.8.0.11
file prescribes its IP. What could be the problem?

daemon working directory contains ipp.txt? try the full path
