Problem with encoding in the translation program. How to decide?
I translate the game through the program, everything is in ISO-8859-1 encoding. When I write something in Russian text and save it, the encoding breaks into UTF-8, hence the translation. Decoding in ISO-8859-1 does not work, so everything breaks.

ISO-8859-1 does not support Cyrillic.
Alternatively, use the windows-1251 encoding and modify the in-game font files properly (so that characters from ISO-8859-1 with codes 0x80..0xFF refer to glyphs from Cyrillic). In ancient times, when Unicode was not common and developers used single-byte encodings, this practice of substitution was common among localizers everywhere. Naturally, diacritics will disappear with this approach, because, for example, umlauts in German will be replaced by Cyrillic letters, which is unacceptable with multilingual support, this method is only suitable for fan-made Russifications of games, mostly ancient ones (because nowadays single-byte encodings use only sszb, or types , confident that there are no languages other than English and that the game will never be localized).
