Problem installing apache when opening exe?

After downloading files from site, I try to open /bin/httpd.exe , which leads to an error - the program cannot be started, because. VCRUNTIME140.dll is missing from the computer.
Because of what it can be? Microsoft Visual C++ 2010 (x64 and x86) installed!
