Problem connecting to database: yii migrate exception uknown database with specified database. How to eliminate?

I'm trying to run an advanced yiiframework application.
I execute the yii migrate command from cmd.
Gives an error "Uknown database 'yii2a'". That is, it does not see such a database, but it exists (created via phpMyAdmin).
Comrades who know, please tell me how to fix this and start the framework.
I'm using:
Windows 7
Wamp3.2.0
PHP 5.6
Yii2
PS(DB name was set in common\config\main-local.php )
