Probabilistic scheme slot machine?

I'm trying to prove that the winnings in slots are either insignificant or they don't exist.
Statement 1.
The player wants to maximize the payoff.
Statement 2. The
casino cannot operate at a loss.
The cost per move on average per move is greater than the payoffs for these moves. Then I'm right.
Give me some thoughts, I can't figure out how to describe this statement.
At the limit, certified casinos return 98% of the original loans at any given time.
What is the optimal winning strategy scheme?

The casino cannot operate at a loss.

What is the optimal winning strategy scheme?

The question contradicts the statement. Each casino has its own algorithms and odds, if that's what you're talking about. And they do not disclose this information.
