Pro 13 2015. Key backlight not working until logged in from off state. Is this the norm?

It is very inconvenient to enter a user password in the dark. The backlight starts working only after authorization. OS Sierra.

If you had disk encryption enabled during installation, then this is normal. There is only a partial incomplete download to the password, then the password is entered and then the system is fully loaded. And the backlighting of the keys, as well as adjusting the brightness of the screen, work only when the system is loaded.
