Is there now some guaranteed way to tell search bots that this site is a priority in the desktop version?

You can simply leave out the responsive version and specify the minimum window width in pixels in the viewport value. The search engines themselves will do everything further - they will lower in the issuance and the whole business

Use the robots. txt. But there may be problems with indexing. First, comments will appear in the Google console that the mobile version of the site needs to be finalized / corrected (if it exists, but underdeveloped), that shortcomings or errors have been found, then a decrease in positions due to Mobile Friendly is possible, because it is really adapted for mobile and for voice search - one of the trends of SEO 2020. This is about Google.
But as for Yandex, the main version of the site and the mobile version are perceived by the Yandex robot as separate sites and are indexed separately from each other. To help the robot correctly determine the mobile version of the site, specify the appropriate mobile version URLs on the pages of the main site.

There is no such way in principle. Google prioritizes mobile devices. And what's the point if there are more than half of mobile users on the average site?
Do you want positions and rates? This means that there must be an adaptive version of the site, and it is an adaptive site, and not a separate mobile one, with truncated content.
