Recommend a dc-dc buck converter circuit with a normal output current of at least 3A. I found low-power converter circuits, but you can’t charge a modern tablet from 500mA.

For what purposes? If you need a result, buy a ready-made module. They are available at 3-5A (although you did not voice the voltage). It is unlikely that it will be possible to assemble it yourself more efficiently.

I threw a five -amp FDD25-05S1 under the ceiling lining , it feeds the DVR and charges the voracious Samsung Note with GPS and Bluetooth turned on. He is not afraid of heat, frost and humidity, in the radio bands of 27, 100, 433 MHz it does not emit phonitis (I have walkie-talkies in the car, so it is critical).
2A is not enough to charge the phone and simultaneously work as a navigator - slowly, but discharged.

Do you have an oscilloscope? Without it, debugging normally is almost impossible.
