It is theoretically possible that the administration will abandon closed blogs altogether. Or will make this particular one open.
By itself, a topic cannot become open.

When the topics were transferred from Startups, they didn’t put a lock on some of them. Probably, by typing the direct address you can see them, but hardly in the list or top.
In any case, an ordinary user cannot do this, but what is described above is a bug or the admins did something on purpose.
