I decided to start studying databases with postgreSQL, downloaded from the office. The latest version of the site (12.4, under Windows), but the installation process simply does not start (I ran it as administrator, the postgreSQL image and the EDB logo appear for a couple of seconds, after which everything disappears and nothing happens). The installer process hangs in the task manager, but it is not active, the solution to this problem could not be found on the network.

Create a postgree user Log
in as him, set the locale in the US or UK system, set LANG PACK US
Change interface
Reboot
Check the date and money format in the console.
Run the console as administrator and run the installer.
The truth is better to put on Linux in a virtual machine.
I argued about this with the developers. However, 10 seems to be set normally
