Postgresql 9.5 takes a long time to start after a crash, what's wrong?

Hello.
After upgrading to 9.5, a couple of months ago, I noticed an interesting "innovation" - starting after a failure (power failure) in 9.5 takes a long time. Judging by the logs, after starting for 2-3 minutes, the startup process hangs almost idle, and then it finds a restore point and restores as usual. From versions 9.1 to 9.4 inclusive, this pause of 2-3 minutes after startup and before recovery was not there, in 9.5 it appeared (all clients receive "IMPORTANT: the database system is starting" during this "pause").
Has anyone experienced this? Where to dig?

Looks like it was a bug in 9.5.3. It was fixed in 9.5.4, there is an entry in the changelog about waiting too long for WAL data from the sender \ receiver.
