Postgres is not loading the backup. What's the matter?

Rolled postgri did everything from 1s. Everything works great. Databases backup loads all the rules. Using pgadmin 4, I upload the working database to the backup. But creating a test database and downloading a backup, this is what it gives out (on the attached picture)

The screenshot simply says "Restore.... backup on server 'PostgreSQL Database Server 11.5-19.1C(x64) (localhost:5432)'...".
Use the console version of the recovery program, at least it will normally show an error there.
