Postfix, how to fix a problem with sending/receiving emails?

Ubuntu 16.01. Installed Iredmail, all network settings are present. There is no sending or receiving a letter, I can’t understand the reasons for the first experience. Letters for sending hang in the mailq list, cleaning does not give any results (it is cleared, the following letters also hang in the list). I suspected that this was the problem. There is also a problem with Outlook settings, I did everything according to the manual, webmail works, but not in outlook: pop3 ssl 995port, smtp tls 25 port. Who can prompt a thread where to dig?

The keyword here is connect to 127.0.0.1[127.0.0.1]:10024: Connection refused
Is the postfix itself running? Is the master process listed in ps ax ?
