Porting a landline number to a mobile operator?

There is a regular city number with a fixed-line operator. Is it possible to transfer it to a mobile operator? Those. so that, instead of Rostelecom, it would be served by, say, Megafon.
If it is feasible, then how?

Everything written above is correct. Until the law is passed. Since 2005, they have been trying to accept.
But even after its adoption, it will be impossible to do as you want.
Porting of numbers is supposed only between cellular operators. It will not be possible to transfer from a fixed operator to a mobile one. In particular, because under the zones of mobile and fixed numbers. networks, different ranges are allocated by regulatory authorities.

Mobile operators are allocated a certain range of fixed numbers, in one region more, in another less, respectively, they can only serve numbers from this range. Ranges do not intersect with "true" fix operators.

Each operator has a so-called. "attached capacity".
This is the range of numbers in the ABC (for city lines) or DEF (for mobile numbers) range.
It is impossible to connect just one number, and it is impossible to belong to the network of another operator.
The only thing you can try is to persuade the operator to land the number via VoIP, from where it can already be redirected to a mobile or any other number.
