Portfolio website in two languages - how best to implement?

There is a need for a portfolio site where standard information will be presented. Since a person is going to work in two markets (Europe and Russia), you need to make two versions of the site. The site will most likely be one-page, or no more than 3-5 pages. Plus a Ruby blog.
What are the popular solutions to this problem? And in general such rolls?

Probably, it will be faster to make the required number of html pages + your ruby blog :)
