Port 80 outside is available only for IIS, how to open it for other services and applications?

There is Windows Server 2016.

IIS is running on port 80, Apache is on 8080. Both are visible from the outside, the pages of each open all ok.

I put certbot to make a certificate. According to the instructions, I disable IIS so that certbot would raise its web server on port 80 and receive a certificate. But it gives an error Timeout during connect (likely firewall problem).

I disable IIS, switch Apache to port 80, locally accessible, not outside.

In IIS, I tried to unbind the site from port 80, it did not help.

I checked the windows brandmauer, 80, as it was open, remains.

Where to dig?

As expected, I didn’t look through everything in the banal rule in the brandmauer, indeed only port 80 was open for IIS.
