POLIMI or Moscow State University for a master's degree?

I will be pursuing a bachelor's degree in computer science next year in my country. I plan to apply for a master's degree in the same direction. However, there are doubts about the choice of the university.
There is an opportunity to enter the Milan Polytechnic or Moscow State University. I would like to get a Phd after the master's.
What do you advise?
