Plugins for browsers or native applications (interaction with Rutokens)?

There is a certain web application that, using a browser plugin, works with Rutoken and with files. The plugin worked in all browsers, but Chrome will soon disable NPAPI support, and you will need to rewrite the plugin for it or make an extension.
Should I even bother with plugins or write a native application for Win7/8/10, Mac OS? On the one hand, you want to update a web application and add features, but this will not work with a native one ... with each update, the user needs to download an update.
Or maybe there are tools where you can use the WebContainer type in which the web application will be loaded and using JS it will access the application's internal API for working with files and Rutokens (DLL is used)
